The Midwest Student Exchange Program, or MSEP, is a volunteer multi-state tuition discount reciprocity program. Through the MSEP, public institutions agree to charge students no more than 150% of the in-state resident tuition rate for selected programs with private institutions offering a 10% reduction on their tuition rates. All enrollment decisions are made at the discretion of the receiving campus and the campus may exercise its right to limit participation or set specific admission requirements for the MSEP.

Currently the eight Midwest states of Indiana, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Ohio, and Wisconsin participate.

The MSEP is a voluntary program as are all the MHEC programs. Illinois, Iowa, Michigan, and South Dakota are not members in the MSEP currently. If your state is not participating, please contact your state's MSEP Council member to encourage participation. A listing of the MSEP Council members can be found here.

You must be a legal resident of Indiana, Kansas, Minnesota, Missouri, Nebraska, North Dakota, Ohio, or Wisconsin and enrolling as a non-resident student at a participating MSEP campus to receive the discount.

Actual savings through the program will vary depending upon annual tuition rates set by the institutions. Participating students will typically realize savings between $500 and $7,000.
